That looks like a dump tube for your turbo. It's probably only water vapor from your exhaust when cold.

If your issue turns out to be popping the dipstick check the o-ring like Sean said. If that doesn't help, then you have a bigger problem. You can band-aid it all you want, but you have a problem with your piston rings and it really needs to be fixed. Not happy news, for sure.. but it happens.

It will be impossible to find a perfect used evo. All we can do is budget for repairs.

You need to provide better info for us to help. The only pic you posted was of oil on the ground near the dump tube. This could be a bad turbo oil seal. Does the car blow a blue'ish color out of the exhaust when you driving or at idle after a WOT pull? If it were bad valve guide it would be a lot of smoke all the time. Also possible misfires. My guess is the turbo needs to be rebuilt.

the oil wasnt coming from the dumptube it was coming from under the diostick im pretty sure coolant is leaking off the radiator and onto the dumptube because it doesnt really look or feel like oil i dont think my car is a lemon i think it just may need some tweaks the whole head was rebuilt not long ago with piston replacement so the pistons and rings should be ok

also the car runs and drives beatufully as it should pulls hard as it should and no not much smoke at all coming from the exhaust

Wipe down everything. Then look for leaks around oil and coolant lines to turbo. If you're leaking around dipstick, definitely check out o-ring. If good, start going up to valve cover gasket. Again, make sure you clean everything off first before looking for leaks.

It can be hard to seat the dipstick tube into the block. The first time I did it ,the o-ring pinched. It WILL leak. Another place you may wanna check.
