BISS randomly not helping???

BISS randomly not helping???
Car ran great. Swapped injectors. Noticed IACV is at -3.xxx. BISS is completely tight. I can back it off and start seeing -4+.
all vacuum lines are connected, no hunting idle, boost leak tested to 30psi with no problem.
Ideas?
IACV coincidently died?
