What wire is this

I'm trying to test my grounds to make sure the continuity is good. It seems like I can get most of my other grounds to make the multimeter "beep" except for a few. This one in particular goes right into the harness and i'm just curious where is goes. Any reason why there wouldn't be continuity through this wire to ground? The other ground goes tight into the CDI box...so i'm not sure why that one isn't registering either....I'm pretty new at this stuff so bear with me. All the other grounds had continuity.

Which harness does it go into? The engine harness, the starter harness, or the alternator harness?

Looks like it goes to the ACD Relay? I think that`s what it is.

I tested the continuity of the wire and its good. My ACD pump isn`t turning on at the moment, so I`m sure there might be other issues. Just strange that I don`t get continuity to ground when touching this wire to the chassis.

The relay needs to be activated by the ECU to get continuity.

FYI, that wire isn't a ground, that is the 12v supply to the ACD relay from fusible link 27. Fusible link 27 is on the main battery post assembly.
