Hesitation after turbo swap

I have it stiff but im. Going to soften it up and see if I can get rid of the flutter. Car steams. To have some. Lag but I still. Need a tune also. But it's better than when I first put the turbo on

OK so I finally found the issue. There was a hole in the air filter but not like you would think. There was a split in the seem if the filter the long way. Only reason I found iot was cause when I took it off to check the intake my 5 year old said daddy what's this and had pulled it apart. Changed the filter and now things are perfect.
