Question on head install. Very basic question

Just got my head back from MAP, about to install it.
Timing belt is off already, obviously.
I have a question about installing the cams, once the head is installed again. Last time I did cams I did them while the head was on the car/ timing belt was still on.

Here is my plan:
Put head on
Install ARP headbolts, torque down.
THEN:
Here is where I am not 100%. Since the cams are NOT installed right now, how do I SAFELY install then, once the head is on and torqued down? I have heard you want the cams 1 tooth BELOW TDC, as when installing the cams and torquing them down, the valves could open above cylinder one.
Is this the case? Anything I need to do differently?

I just don't want my new valves bending because I did something stupid.

This is what I did and didn't have any issues.
lube arp studs hand thread into block install gasket put head on torque down to spec. Then put crank at TDC install cams with dowl pins up then torque down caps. They should be very close to lined up with valve cover marks. Then continue to time motor.

Could you actually let me know what page/ section goes over this specifically? I have the manual and was browsing the timing section (11a/b), but it either assumes a.) the cams are installed on the head already, or b.) you are doing timing with cams already in. So I am not seeing a section that shows how to install the head then cams then do timing. Thanks!

It's a pretty straightforward process. Set the crank at TDC. Put the head on the block without the cams and pulleys on, torque it to spec through the proper method, then place the cams and ancillaries on, then time it properly, and make sure the belt has the right amount of slack on it.

11a-31 in the evo 9 manual
it is not as specific as i remembered.. lol.

pins go up... then just start pulling the caps down 2-3 turns at a time... evenly

Haha thanks man, I got it now. I am definitely over thinking this a bit, I have done the cams before but didn't have to do timing last time since the head was still on. Just trying to make sure I do this ONE time the RIGHT way.
