I have a stock Evo 8 but want to add some more HP without going nuts and it is a street machine. I am thinking of adding a MBC or EBC (increase a couple PSI), open air filter (still with stock MAF), then I have read that doing a TBE with 3" would be good with these changes. I would be getting an E Tune following the changes. I live in Arkansas so no emissions checks. When I decide on what exhaust config to go with I will want to find something that doesn't scream at cops to come pull me over for noise pollution though. I could probably get away with a test pipe but I might make that decision more on lowering the noise versus emissions.
I am curious, with the light mods I am looking at if a 3" TBE is best or what the thoughts were on this? Would a Cat back be just as effective or is that only a change for people who just want to sound loud.
Would keeping the stock downpipe and going with high flow cat and new pipping to new exhaust be good....etc.

You will see gains with a TBE vs just a catback. For how little you can get a downpipe for now, it is definitely worth doing while doing you catback. Go with an EBC when tuning and also look to picking up a lower IC pipe for best gains when getting tuned.
Anybody have a recommendation on a TBE kit? I seem to find a lot of cat-back exhausts sold online but drawing up blanks on 3" TBE. Is this a situation where I should be finding a separately manufacturer downpipe, different manufacturer HFC, and then just get the cat-back setup I want? I haven't been looking at a separate manufacturer approach for concerns of it all fitting.
You can buy different brand DP and catback. Just make sure the DP is a true 3". Even a Megan DP which run under $200 on ebay will do. Catback will be more dependent on what you want it to look and sound like. If you want something super quiet and stock looking, you could pick one up from Road Race Engineering. Ask them for their 3" stealthback.
Catback is up to preference. Tanabe Medallion Touring T70072 and HKS Sport 31013-BM001 are your best bet for a brand new "quiet" Evo exhaust that flows well. Barring that I would keep a eye out for a used Fujitsubo/Greddy/Cobb catback (if you can find one; general guideline I use is big resonator + oval muffler = quiet).
Personally I'm running a Invidia N1 catback + downpipe that I had a exhaust fabricator weld on a Vibrant Streetpower Muffler onto the end + Megan Resonated Test Pipe in place of the cat and it's reasonably quiet at idle. It's hard to make these cars quiet....adding cams/turbo/downpipe all opens up flow and makes them louder. A lot of guys like louder cars and run Buschur or Tomei exhausts.
