Good luck on getting a straight answer. I have the same concern for a 3" high flow cat. I have not to this day have gotten a straight answer. For now, I would say if you still have the stock cat you most definitely should pass.
keep the stock cat, swap it when you will go for emisions even hi flow cat might fail, so i would change downpipe back to stock with cat. and leave the catback lower the boost down, all they do is REV REV check the cap, and if they are no CE ligght and thats all, they dont have AWD platforms....
Why would he have to change the downpipe back to stock and turn the boost down? He has the HKS downpipe which matches perfectly to the stock cat. High boost is not going to affect the emissions, seeing as all they do is rev it. No boost is produced. Even if it did, the high boost will run leaner than stock, making a cleaner exhaust gas. Dowmpipe shouldn't affect it either, it is just a pipe, there are no emission controls there, if anything it will light up the cat better.

uhhh cams usually means no passing smog.....the rest shoudl be fine...and whoever said leaner means better emissions is wrong....stoich is usually the best emissions....running lean means running hotter and hotter usually means more CO in the exhaust... thats basically a fact... Although, most states dont have AWD dynos so u shouldnt really have a problem passing.
