What is the best catback for the money? I am not willing to go and spend $1500-$2000 bucks on a catback.

First of all, YOU GET WHAT YOU PAY FOR. Have you ever been to a big Evo gathering? I have been to several and let me tell you what you will see. You will see exhaust tips sticking out too far. You will see exhaust tips not sticking out far enough which result in carbon build up all over your paint. You will see burned and melted plastic on the left and right side edges of the bumper's exhuast area. You will see exhaust tips that are too big for the stock cutout that just don't look right. My advice? Go into different vendors forums and ask about fitment issues, and view pictures. Finally, since you see my Vishnu signature below and have read my warnings, I should add that my exhaust fits so perfectly centered, that it would pass for stock if it wasn't for the polished muffler. Mine is perfect. I know that there are other areas of concern besides the tip, but trust me, if that isn't right, it will drive you crazy.
In some cases you get what you pay for. In other circumstances like this you can get a very nice SS exhaust from several different vendors. Most look and perform as well as anything else on the market.
I have to say either get the helix or espiler car-backs. They appear to have the best quality for cat-backs in their price category. Both come w/ fully polished piping and sound pretty good. Most angled tip exhausts need to have the inside corner of the bumper trimmed slightly to clear the muffler tip. No biggie. I had to trim mine for my HKS 30th.
