what is the loudest exhaust for the evo?
I have a custom turboback with full 3" with no muffler, no resonators, and only a 3" catalytic converter holding it back. Doing a stationary run-up test to 7000(redline) I achieved 114db. At normal idle it was 84db. At 3000RPM it was 98db. Hope this helps your understanding. I had my sound measurements done from the Department of Transportation. They used a Type 1 meter which is the best you can buy.
The pass-by test at 35 mph in 3rd gear gave me 69db(state law is 76db). Although I failled the stationary run-up test I still passed the pass-by test which was all I needed to win the ticket I received. Anyways I really like my exhaust and even though I give you the impression with the stationary tests it is too loud, this is not the case. During cruising it is pleasant, although WOT is when the beast comes out and then it is pretty loud...but what do you expect with a performance exhaust right?

Assuming the catback you mean is the Buschur, then yes, it's extremely easy. I removed the BR muffler and put on the Magnaflow on the street in front of my house in about 10 minutes with nothing more than a ratchet tool. It's a slip fit with a clamp, and then the back exhaust hanger (I have Kartboy hangers). No welding, nothing except a couple of bolts on the clamp Just make sure it's VERY tight.
