If someone here says that a certain company or individual did something illegal, it needs to be backed up with proof, such as a court decision. Unless you can back up your statement with official proof, it may well be defamatory. Innocent until proven guilty!

Evolution Imports
Another small project that Mark Moderassi contracted me for. Evolution Imports needed a website to showcase their custom built Mitsubishi Lancer imports, as well as a forum to respond to interested parties via e-mail.

Getting back on topic, there's still no notice, as of today, that NHTSA has received G&K's EVO VII petition. However, yesterday NHTSA did announce a decision (favorable) on another petition, for a Mercedes Benz SL.
So let's take a look at it to see how long these things can take.
The Federal Register notice announcing the decision is here and the docket is here. The petition was sent off to NHTSA on Jan 10, 2002. Months pass and then this mysterious message arrives (via TELEX?) and is added to the docket on Apr 4, 2002, which is BEFORE the petition receipt notice is published:
I AM ACTING UPON MY CLIENTS BEHALF MR. WALTER DECOCK WHO IS THE OWNER OF THIS MERCEDES BENZ . IT WOULD BE GREATLY APPRECIATED IF THE REQUIRED D.O.T CERTIFICATION INSPECTION COULD BE EXPEDITED. HE HAS BEEN WAITING FOR AN EXCEPTIONALLY LONG TIME. THANK YOU IN ADVANCE FOR YOUR CONSIDERATION ON THIS MATTER,AND WE LOOK FORWARD TO HEARING FROM SOMEONE ON THIS VEHICLE.
Let's play a game and assume the G&K EVO VII petition follows the same timeline as that MB petition described above and also assume that it took G&K 4 weeks to prepare its petition. Then the projected EVO petition timeline would look like this:
July 29, 2002 - EVOs arrive at G&K
Aug 26, 2002 - Petition mailed to NHTSA
Dec 16, 2002 - Petition receipt announced in Federal Register
Jun 30, 2003 - NHTSA announces decision
That was fun. Let's try that again, this time with a Ferrari petition whose decision was announced last week on Nov 6, 2002. The decision announcement can be read here and its docket is here. Briefly, this Ferrari petition's timeline was:
May 30, 2001 - J&K mails Ferrari petition
Sep 24, 2001 - Petition receipt announced in Federal Register
Nov 06, 2002 - NHTSA announces decision
So, the projected EVO petition timeline based on the Ferrari petition would look like this:
July 29, 2002 - EVOs arrive at G&K
Aug 26, 2002 - Petition mailed to NHTSA
Dec 20, 2002 - Petition receipt announced in Federal Register
Feb 02, 2004 - NHTSA announces decision
Maybe he ought to rephrase that

It is not necessary to have a candidate vehicle or substantially similar vehicle in hand at the time a petition is submitted. However, if you do not, then your petition must not claim you have compared vehicles. Substantiation of such petitions must include reference to verifiable documentation. When you do make physical comparisons, your petition must include make, model and VIN of both vehicles.
I don't think they were trying to scam anyone, but they do not have any real financial risk in this. If the cars fail, they tell the purchasers that they are **** outta luck and move on (close business, whatever).... If it works, then they will start to make some $, but only because someone else took the risk.
Somehow they talked inteligently enough (or BS'd) to get initial buyers to pay for the price of the car, plus some profit......so at some point, EI had actually collected more $ than the cost of those EVO VII"s they imported....
I honestly think they are trying hard or they would not have spent the $$$$ for that Dupont Registry ads. (which are not cheap at all). Trying hard just doesn't cut it with $30k+ deposits though. I would sure feel like a dick if I was running EI.... Making promises that you cannot keep doesn't help ya sleep at night.

Loophole (Evo is like Canadian Mirage)
Another loophole (importation of Off Road Vehicles)
Another loophole (junk autos)
Senior Info, are these your comments?
