flange for greddy type s?

well, i ordered a flange from slowboy and assumed that the flange would be the adapter plate and wouldn't require me to do any welding. well, i'm kind of confused, some people say no, the picture on the webpage makes it look like i'm supposed to get the adapter piece, but they sent me just a flat flange and say that i have to weld it on my own. so anyone know 1) did i get jipped? 2) where can i order a proper adapter piece so that i don't have to weld anything and just hook up the piping.

you can get the flange on ebay for $20 It works fine on mine it's bolt on

The fact that is says greddy BOV flange, and the price is only 8 dollars should have been obvious that it isn't an adapter.
