Im thinking you need the whole line, but Im not 100% clear on what you are asking for. The line has a flange on one end that mounts to the rail and there is an oring in there, but its not sold by itself. It comes on the line. Is this what you are talking about? Does it have 2 holes for bolts to go through?

If this is it then you need this ---> http://www.mitsubishiparts.net/cart/?id=571&pn=MR571314

I'm looking for the part number for the driver's side view mirror, mine will not lock into place and "wobbles" when I'm driving.

I believe the passenger side is "MN126376WA" if that helps?

Also, I'm looking for the part number for the OEM cubby gauge kit (boost, oil temp., etc.) and any harnesses or other bits that go into installing it.

You have the correct part number for the mirror. As a heads up though, no matter what Mitsu dealer you buy it from, it will come in white, so you would need to have it painted if yours is not white.

As for the gauge kit, you would be looking for MZ592038EX, and MZ598263EX for the install kit.

I need the part mr288876 which i think is the clip that holds that the real thin sheet metal gill looking thing under the mesh in the hood. I need as many as it takes to hold that gill looking sheet metal piece against the hood.

Part number for the bolts on the exhaust manifold for an evo 8. I'm trying to figure out if its just a generic bolt or mitsu specific.

Well, that all really depends on the glass company replacing it. Sometimes they can salvage moldings and what not, but sometimes they can't. Below is a pic of the break down on one of our windshields, maybe this will help you get a better idea of what you may need.
