That's the 2003 April Japanese issue (don't know when it will be in the international verion). I guess I will have my family get that for me in Hong Kong (with the Chinese subtitle) and mail it to me

I think you can order the "Best Motoring" International version here in the US (just do a search on yahoo or google). OR you can visit you local Japanese book store (if there's one in your area) for the Japanese version (no subtitle).
