HELP dash not working!!

HELP dash not working!!

Help me please I was driving my evo earlier and my speedo stopped working the whole cluster isnt working no tach, gas gauge, temp no turn signals the only thing that worhs is the door open light and the lights on light but my turn signals don't work either i took it apart and made sure it was all plugged in but nothing. i used to have white face overlays that i had to splice into the connector but i took those out and put elec tape on the previously spliced wire it also has another splice that has been taken out can anyone help me

I would check the fuses first. If its not that, pull the cluster and make sure the splices are well insulated.

also my power windows don't work , I have the mitsubishi three gauge pack and my volt-o-meter is reading only 11.5 to 12 volts.
