sorry I did not realize On the older evos' the O2 sensor was not in the cat and there was no heatshield or bracket. So if you want a new downpipe and cat delete(or hi-flow cat) these parts need to be modified for proper fitment.

I think its just surface rust...it must have rained alot and water gets through the opening in the hood...
