If he starts to, just slam the door in his face and drive off.

Yeah, I've seen cops with mirrors. If they really wanna get you for pissing them off, they will. They'll be more than happy, I'm sure to get on their backs to tack on $2,500 under the new federal law. Just be polite if they pull you over, and more than likely, they'll only hassle you for what they stopped you for, nothing more.
there is a lil trick that we use in Greece. Test pipes disguised as catalytic converters.
The method is simple. We use as donor an old cat, we cut the upper and lower cover and weld it on the test pipe. So even if you look at it on the car it looks exactly as a catalytic converter...we don't have insane weight gains but its something we can live with instead having a huge fine.
However i would prefer to pay 1000 dollars for a true racing cat instead of a test pipe and use the test pipe only at track days, strip etc... with a good racing cat you could see flames still. racing cats like the ones that BTCC cars use...
check the last one in the above photo...

arround where i live they dont care much about emmissons, they dont write tickets for it. and you can do the reweld heat shields to the test pipe, but make sure the welds are good so the sheilds dont rattle.

This law is on place to stop auto shops from cutting the cat off, and if it is done, they usually go after the shop. From my understanding, a cat can only be removed if the vehicle is over 5 years old or has more than 50,000 miles on it. My friend owns an off-road shop and that is what he told me. I don't know how much is fact and how much is fiction.

i also heard about a guy, who got caught with out one and ended up spending 10k.... so ya, needless to say there are sneakier ways of getting around this, like dumb vavles
