Is it just my car or everyone's evo's headlights are pointed too low.

thread from the dead but on my 03 evo thats my high beams. Whats circled adjusted my high beam angle. Anyone know the low beam adjustment on an 03 evo? my "headlights aim too low" for MD state inspection
