Passenger Side Front tire vibrates

Passenger Side Front tire vibrates
I had a tire blow out on the highway becasue my passenger side front tire vibrates so bad.
It vibrates at low and high speeds.
Obviosuly it gets worse the faster you go.
Also I changed the pads and rotors not to long ago.
I have no clue what could be wrong.
I thought it might be off balance but after talking to several people even if it were it would not vibrate that bad.
I had a mechanic from Lexus look at it and he said everything looks fine.
The Lexus mechanic and I took both front tires off and looked and could not tell a diffrence.
I tried to move the rotor on the drivers side and it does not budge.
I can move the rotor back and forth on the passenger side is this normal?
Can anyone maybe shed some light on what could be my problem.
