The SAE changed its hp rating standards for 2006. Some manufacturers have adopted these tougher new standards, some have not. Although they do not mention it, maybe Mitsubishi is using the new SAE standards. This would explain why the hp ratings did not change very much, but the dyno readings did. The dyno's are the same, the rating system just changed?

I dont think thats it. The SAE hp standards did change but if anything the EVO would then be rated at well over its 286 number. I think those changes were mostly put in effect to weed out the companies who were overrating HP figures, such as Toyota and Honda.

Japanese-spec cars were limited by a gentleman's agreement to advertise no more than 280 PS (276 hp).

So this might be true for the U.S also.

The Evo IX actually has a real output of about 320 PS (315 hp).
