If you have the HID headlights, they draw significantly more power than regular headlights.

edit: Correction, looks like non-HIDs will draw more current than warmed up HIDs. Either way, it can notieceably affect your idle.

With a heavily modded car, especially with aggressive camshafts and low idle vacuum, the impact of turning on your headlights will be noticeable. If it bothers you, then you will need to adjust your idle (either via the BISS, or via an ECU flash). When you tune your idle, you should do the following:
- warm up your car completely
- make sure the ECU hasn't been reset lately (e.g. at least 15 minutes of driving)
- turn on your A/C and headlights and step on the brakes, then test to see if it can idle for at least 60 seconds like that, if not longer

How old is your battery? Is it the 680MJ (metal jacket)? I notice a dim if I roll up the windows but that's about it.

Everywhere I read state that HID's consume much less power, can anyone confirm this?

HIDs actually use less energy than standard incandescents and produce more light/ last longer

+1

there's a reason the prius uses hid's and led's, and its much more than trying to make an econobox look cool.

I would be willing to bet it is the cams. Since my car does the same thing and I have a standard size battery with cams. I have not adjusted the BISS screw on mine yet.

It is not a huge problem for me so, I've just kind of dealt with it for now by giving it a little blurp of the throttle as it the engine returns to idle from driving. Just enough to slow the decrease in RPM not to increase revs. Once it is at idle RPM mine runs fine, lopey but, not dying.

i put the factory battery back in and there is definately a differnce... the rpm does dip a bit but not as much compared to the small one. If you drive your evo daily I wouldnt recommmend it but for weekends the small battery should be fine. With the small battery when I roll the windows down and keep holding the botton pressed the interior lights dim pretty bad...now it doesnt have that problem...

Looks like you are correct. Even though HIDs take a lot of current to fire up, they ultimately draw about an amp less current per bulb. Here's an example from a HID kit on an Elise (click on image for full article):
