Yeah he told me I had to go. On the ticket it even has a state ref sticker for them to sign off on!!! That sucks!!!
There is a lot of advice here. I have yet to go to a ref... but from what I have seen so far, this is my input on the subject.
For any and EVERY non-factory part on your car, you need to research if it will violate some CVC code. So if you have changed your springs/shocks to something that is not streetable (then that needs to go back to stock). If your ride height is not legal, then you will need to change that (Coilovers are not street legal). If your tires are balding, then you will need to get new tires, etc... get the idea. Your car needs to be in proper operational standards by the state guidlines if you want to use it IN THIS STATE.
For emissions, every part from the Airfilter to the CAT is part of the emissions system and needs to be stock. YOU CAN change it to aftermarket/moddified parts, so long as the replacement part has an EO number from the manufacturer (That means the manufacturer of that part has had it tested and it does comply with state law). If your parts have an EO number... they can stay on.
If you changed your CAMS or you have adjustable CAMS... that won't work. If you have an aftermarket DownPipe (none that I know of have EO numbers).
The Exhaust is a CAT BACK part and is not part of your emissions system. It's function is only to muffle sound to with in the state limits, the only reason you will need to change this back to stock would be if your db levels are too high.
How to properly get a ticket in the State of California
1) Safely and LEGALLY pull over immediately (If you are in the carpool lane, that doesn't mean you can cross the double lines if a cop pulls you over... you still need to follow the rules of the road)
2) As you are pulling over, but before you come to a stop, TURN OFF YOUR TURBO TIMER!
3) Lower all your windows (doesn't matter if it is night or day, windy or rainy)
4) If it is night time... turn on your dome light
5) Make sure your hands are at the 10 o clock and 2 o clock position as the officer approaches your vehicle so he can see your hands.
6) *(This one is optional but I like it) - As the officer approaches the rear door of your vehicle, initiate the conversation by saying, "Hello officer, how are you?"
REASON BEING: This will steal his thunder since most people are going to wait for him to start the conversation AND he will know that you are not afraid to talk with him.
7) Officer will ask: "Do you know why I pulled you over?"
- Becareful how you answer this, any admission to guilt will be noted and will also be brought up again when you fight the ticket. It's always best to veer the question.
Answer: "I'm not exactly sure, I was driving along being mindful of the road and others around me".
Officer will ask: "Do you know how fast you were going?"
Answer: "I was driving along with the flow of traffic".
8) Eventually the officer will tell you what you did wrong, now you have some discretion about what to do.
8a) NEVER ARGUE WITH THE OFFICER while getting a citation, let him write up anything he wants to. The time to argue with him is in court... Each item he writes needs to be addressed and proven in court to be valid. The ticket is just a request for you to show up to court because the officer THINKS you MIGHT be doing something wrong.
8b) You can/should ask the officer if he can let you go with a warning this time. It does work some times.
8c) If the officer asks you to get out of your car or grab anything or hand him anything... make sure you ask his permission if you can reach for that item and let him know where you are going to reach to get that item. (He has a gun and his hand is on it at all times... you don't want him to confuse your sudden movement with the wrong idea (you will be the only real loser in that situation).
8d) If he asks for your Drivers License, Insurance, and registration then he is going to walk away and write you up, make sure you find out what he thinks you did wrong before you hand them those things and make sure to ask for a warning instead of a citation before he get's those items and leaves to write your ticket.
9) So he is writing your ticket... when you get the ticket in hand and you are about to sign for it (Assuming you are not getting away with just a warning)... make sure to ask the officer if you can transfer this ticket to the "County Seat" ( Do more research on this at the following site: http://www.ticketassassin.com/ )
If he says he doesn't know what that is or he says no to the transfer then no worries, it's just important that you asked.
If he asks why do you want to transfer it to the county seat, then say that you live close to their or you will be around that area around the time that you will need to deal with this ticket and it will be more convient for you to take care of it at the county seat.

a) Cop asks: Why did you modified your exhaust?
Answer: I didn't modify the exhaust officer, I changed the exhaust with an aftermarket street legal one".
Cop asks, Well why did you do that?
Answer: Because I like the way it sounds and the way it looks, doesn't it look good to you (I usually smile at this point)?
Cop says, Where is your paper work on the exhaust?
Answer: i don't have it with me, but I do have the paperwork from the manufacturer at home. It states that they have tested their exhaust on my make and model within the db limits of all 50 states (You guys should all look this up for your exhausts before you get a ticket and it's probably even worth while to research before purchasing an exhaust and might be a selling point to choose one over another).
b) Cop says, "Your front plate is missing?"
ASIDE - Ok the state law says you need to have a front plate mounted to your front bumper, nothing else is considered legal... it doesn't matter if you place it on your front windshield or on your hood or any place else OTHER THEN your front bumper. So either have it on your bumper or don't put it up.
(For this answer to work you will need to always carry your front plate with you and have only one screw instead of the 2 you need to mount it).
Answer: I noticed that my front plate was falling off my front bumper as I got into my car in the (Parking Lot/Home/Office/Where ever you were last). I took it off because i didn't want it to damage my bumper or worse fall off and litter the road or possibly cause damage to someone else as I drive. Here is the one screw and the plate for it... this had JUST happened and I was planning to secure the plate on my car once I get home.
For the most part, you really should be fighting every ticket you get. Our court system would come to a screching halt if only 2% of the people who got tickets fought them rather then just paid the courtesy notice. Even if you fight the ticket and lose... they say you can't take traffic school... but you can always request it of the judge and they will give it to you. Always try to get as many extensions on your ticket as possible and then request a trial by declaration rather then an in court trial (because if u lose the trail by mail... then you have a second chance for free to an in court trial for the same ticket). i used ticket assassin and was not very happy. i did take the advise on the trial by declaration though. i emailed the my facts to them for review. they took forever to respond. i even paid the registration fee for the direct email. i lost the trial by declaration and requested a trial de neuvo. by the time i had an answer from them, i was already in court defending myself. what they didnt tell me was that on ANY "maximum speed limit" POSTED road, they can radar without a current speed survey. the day after court, i was driving down the same stretch of highway, and noticed that NONE of the speedlimit signs are posted "maximum speed limit 65 mph" they are posted "speed limit 65mph" DAMMIT i could have won that one...anyways, i was fined for doing 68mph in a 65mph. she estimated my speed....didnt even use a radar gun on me. when i questioned her, i argued the point that the other car along side me-a supercharged jaguar- accelerated up the hill in the #2 lane to pass me in the #1 lane, therefore giving you a false reading of MY speed. it goes on and on in court and the judge is kind of laughing because i have valid points. anyways, ive never been so angry for a 3 mph over the speed limit ticket.

Other than the 3 items mentioned above they can't do S H I T . Don't worry, you car is not that loaded and half of the stuff are undetectable anyway.

The trial by written declaration was the method I chose. My defense was that speeds were safe for the conditions. On the ticket the officer had written "low traffic, daylight, dry conditions". He confirmed it for me. Now I've got a test pipe. I actually love the smell too, although that sounds strange. Reminds me of my first car from highschool...a '66 Barracuda.

Thanks for all the responses. A lot of people even told me to fight the ticket in court. My friend was kinda in the same situation where he actually got pulled over for speed contest and then to top that off bring the car to the state ref. He fought it and got it down to speeding and didn't have to go to the ref. I think he was lucky but theres a chance in everything, right?
