PM away, im happy to provide a non biased view of the law its my job. your questions sound correct and well thought out. I hope you realize it still does not garuntee a judge will see it your way, but it is probably better to at least try it in court if you feel that strongly about it.

I wish I could be in the courtroom to hear how this would go in front of the judge.

"OMG, your honor, I was just doing high speed tuning runs on public roads in my car in the middle of the night and this cop was totally out to ruin our fun and harsh my mellow. WTF, dude?"

Yes, file an OPS report. ONe thing to keep in mind though around here if you file one and lie in it and an officer can prove it they can come back and file a civil suit against you. It may be different where you are, but I'm betting it's not going to be far off.

Around here it's 6 hours time and a half even if you only go to court for 10 minutes. Most officers don't miss court.

First off, take pictures of your car immediately.
Next, file a complaint with the supervisor, and bring pictures as proof.
Find a video camera, and then record your car doing a launch to prove it won't screech the tires. Make sure you do this on private property, or they could try to charge you with doing it again. Maybe ask the supervisor for written permission to attempt it at a certain date/time/location.

Talk to a lawyer if needed, and fight these ridiculous charges. Obviously this cop was abusing his powers, and he needs to be punished. Yeah, you were speeding, so what, that's not what he charged you with, so that's not the issue.
