Unfortunately, I didn't have the luxury of model-specific heat shields being available for my Eclipse like you EVO guys do. Instead, I used other means to fix the problem.
The first thing I did to remedy the problem was to replace my stock downpipe and my (aftermarket) test pipe with a full cat-delete downpipe from Road Race Engineering. The downpipe I ordered from RRE actually served a couple purposes... the RRE downpipe has a larger diameter than the restritive stock downpipe, thus decreasing power-robbing back pressure. More importantly, the RRE downpipe is longer than the stock downpipe/test pipe combo I had on the car. Because the RRE downpipe is longer, (obviously) it allowed the entire exhaust system to slide back a couple inches, thus increasing the rear bumper clearance.
Note that I'm not suggesting/reccomending you go about replacing your downpipe for the sole reason of pushing your exhaust system back. I did it because I needed the increased exhaust flow there anyway, so it was the logical place to add a couple inches to my exhaust system. Instead of replacing your whole downpipe to add length, I suggest adding spacer(s) somewhere along your exhaust system or maybe replacing your catalytic converter with a slightly longer one.
After I installed the RRE downpipe, the exhaust tip clearance was definitely improved, but it still wasn't far enough away from my bumper. In paticular, the exaust tip was sitting too high. I decided the easiest way to lower the exhaust tip was to replace the last couple exhaust hangers. I made a quick trip to my local Autozone, and picked up exhaust hangers that were longer than the ones I had on my car. Basically, I bought hangers that dropped the exhaust tip farther away from the exhaust hook on the chassis, and thus farther away from my rear bumper.
With these two simple modifications, I was able to move the exhaust tip back 3" and down 1.5". Doing it by myself, it took me one Saturday afternoon (about 4 hours). Assuming you have access to a car jack, jack stands, household tools, and some WD40, you should be able to do it by yourself. I consider this an afternoon well spent, considering I saved my rear bumper from any (more) damage, and opened up a little exhaust flow in the process. Hopefully you find some of these suggestions helpful. Let me know if you have anymore questions.

i am happy with my BR 2.5 dp and rnr test pipe, it is not melting the bumper (anymore), but i am thinkin bout having my buddy weld an extention to the exahust hangers to help it hang lower...we shall see
