The best course of action is to pay using a CC then speak to your issuing bank. Forget Paypal. They're worthless in terms of disputes (which is sad, because they used to be both responsive and helpful some years back).

Oh, and LEAVE FEEDBACK so that other members can see with a simple glance.

also you can make a claim with www.ic3.gov . provide as much details and as possible. they usually will have your local police department call you for more details and then have his local PD call him and get his info and what not. you could also call his local pd and file a claim with them as well. but the fastest way to get your money back would be through cc

A few of you have PM'ed me with some helpful info. thank you.

I've made a decision to fly down to FL and meet this kid in person to get my money back. I want to teach him a lesson, this isn't about $450, its about the principal.

hahaha that will be good ive always wanted to do that
one time i got semi scammed by this guy from canada
i bought quad front suspension paid 900$ which was a killer deal
call him a bunch then his phone got turned off so im thinking im screwed
and paypal wouldnt give me his info to contact him so i started comtacting internet fraud sites and emailing him the links
paypal said i won the claim but he only had 480$ in his account so they gave it to me
then the guy must have gotten scared by the internet fraud sites and 2 months later i recieved the quad parts in MINT condition with the shipping date on them from 7 days earlier
never heard from the guy again and only had to paid 420$ for 1800$ worth of parts
i was pretty stoked

Now you are talking my language .Hell, fly JetBlue and almost anywhere in the U.S. to Fla. is no more than $129.00 each way and some bigger cities/airports are
less than $100.00 each way,NON Stop. I know if it were me I would already have booked the Flight, but that is only because I am older and Wiser now, before I would have driven, LOL.

I'm using my frequent flyer miles so it won't cost me anything but my time.
