Times are changing and laws are brought up to reflect that. There's is nothing wrong with a law restricting engine swaps (especially of older engines) that you have mentioned, laws like that already exist, just not where you live. I don't think this particular law will affect a non enthusiast driving.. say a 96 camry in anyway, if anything this will just promote more auto ingenuity amonstg car makers (hopefully).

Perhaps I'm one that's really sensitive to this issue, but I'm really tired of the "enthusiast's" attitude that the law is out to get them, or that somehow it is their right as "tuners" to do illegal engine swaps, run catless, etc. I've often scratched my head at people swapping out cats to gain a few extra horsepower, why? So you can feel the slight difference on the way to the grocery store, so you can post it on a forum and brag? This just a rant, I for one always welcome emission laws like this (within reason).

How is doing an engine swap illegal? It is my right as an owner of the vehicle to modify it the way I would like to, not the way Congress tells me to. My "attitude" is that Congress has been tring to restrict the performance modifictions an indivuals vehicle.
Pay closer attention to the laws being passed. You will be very surprise in what they try to get passed. Did you know that Congress attempted to pass a law, several years ago, that tried to make ANY modifications illegal, including tail lights, exhausts, and intakes? Is that fair to us?
Many people modify their cars for weekend racing, not just for daily driving. If you welcome emmissions laws, please move to Cali and get the full treatment. You might change your views.

Don't forget - just because the emmissions come out of a tailpipe in FL doesnt mean that the emmissions magiacally stay within the strict confines of Florida's border. You wouldn't like it much if your neighbor kept tons of manure in his back yard. Laws are often passed because people, at large, cannot be trusted to do the right thing and comply with the law.

I'm pretty sure swapping in foreign engines and older engines are restricted by law. When your modifications are changing the world for worse than yes, Congress has a right to tell you not to do it.

My reference is strictly to this law alone, also notice in my post I said within reason. If anything, I think more restrictions will just promote more advancement from the automakers. Is it fair to those after us because Joe Street Racer thinks running catless is crucial to his car's grocery-getting performance?

Please, how many people on this site race competitively? i'm of the opinion that you can modify as long as you're not blatantly disregarding our future, especially when you're under a false impression that you need so and so modifications. You don't NEED a turbo-back to run an autocross for fun, you don't NEED to remove your cat for a DE, you don't NEED to swap an illegal engine to drive everyday. Heck, 90% of the people on this site will never even outdrive a stock Evo. Just my 2 cents, sorry if I offend anyone, it's not the intention of my posts.

This is true, and living in California I can tell you, emissions issues are not as bad as they are being made out to be on this thread.

Side note to everyone too. E85 may be a good alt fuel, but unless you vehicle was built with the intentions of running it, it is a BAD idea! Reason? E85 is a CORROSIVE fuel, it eats thru fuel lining and plastic tanks. E85 isnt always the same octane either. E85 eats the contaminates that are present in the tanker trucks transporting it and the contaminates in the holding tanks when being stored. Where do you think all that junk goes? In your fuel system! Think I am making it up? Call ANY dealer (I am from east coast) and ask them what would happen if you ran it in a car not made to. I have heard reports from other dealers having to replace the whole fuel system in new Mitsu's because of E85. And guess what? It is NOT covered under warranty which means YOU pay for the repairs.

And let's not forget. E85 doesn't have the same energy (BTU) as gasoline. So your motor will burn more inorder to make the same hp.
