Unfortunately not....the FMIC directly behind the front bumper is considered a hazard by the Ministry of Transportation. They either have to strengthen the bumper or move the FMIC on top of the engine like the STI.

There is 1 Evo in Canada, owned by Ultimate Racing, but it's race-use only.

If it was legal I'd snap it up in a second, but since it's not, i'd need to petition, custom fabricate a bumper, crash test it and then bring it up and pay duty on it. $@!$in Canadian Government.

Hopefully Mitsubishi will strengthen the bumper, otherwise we'll have to wait for the redesign (Evo IX)
