the car is off, you turn the ignition to on - even if its stock you should hear the fuel pump prime until the tank and lines are pressurized. and you will notice it whine also under throttle.

 

One of you Vegas guys go over to this guys house and help him out.

Thanks for the help guys. I think I'm just retarded and it's the fuel pump. Damn I hate learning things all over and having to ask stupid questions in the process..Im a VW guy by heart but have stepped up to the world of AWD and Mitsu. Bare with me in the learning process haha

 

That sure is what it sounds like to me. Didnt see he had a 9 for the IC sprayer (or the lack of). I bet that is what it is, cuz if you have fuel pump whine, you usually here it almost constant; not clicking on and off. HMMM
