You can go to any autobody shop and get a quote. They can't really tell your insurance company if they don't know your company or policy number. So just head out to a couple of shops with good reps and get some quotes. Then, since you are a nice roommate, you can talk to your roomie who hit your car and get him to fork out at least half to bill.

The Evo 9 bumper comes painted for around $800.00, so that is the most money you could possibly spend. Just remember $hit happens and it is monor. There is not much under the bumper that could have been hurt from a small hit, so I would not worry. A body shop will prob try to sand out the scratch and re-spray the bumper. You could always buy a new one and sell the scratched one to me!

does your state have no-fault insurance? My old roommate backed into my front bumper,i called state farm and let them know i was backed into at a store. was very minor damage, had a trailer hitch indent on bumpe and minor scraps and nicks. The gave me $1,200 after my $500 deductible..Even with $1200 you could fix it at a shop and have money or buy a after market bumper and paint it...
i say do that route if you have no fault

DO NOT go through your insurance. Make your roommate pay for it, and don't put some funky bodykit front bumper on it, keep it stock. Try to get it buffed out and painted, if they can't do that make him pay for a new bumper.
kill him and take his money
