i have a aem intake, hks catback, and manual boost controller this mourning it was about 30 degrees and my car seemed to be boosting more than usual, 22-23 psi. normal is 20-21. while i was wot the car seemed to sudenly loose all power almost like a fuel cut off. i'm still on the stock tune. i got out and turned the boost down and it did not do this anymore. could i messed something up.

well if you turned the boost back down and it solved the problem then i dont think anything could have messed up other than not being tuned for that psi

Sounds like fuel cut. Are you tuned for that intake?

you need to be tuned for starters

the reason this happened was the fact that colder air is more dense...which is what caused you to overboost

Get a tune. Like chaotichoax said the cold air is making you overboost. Once you turned it back down did the car run fine?

i turned the boost down but it seemed to have creeped up a little again maybe its because of the colder weather. it did the same thing on the freeway, the instant power loss at wot it never did this before but i have not had it in 30 degree weather before either. the boost gauge showed 21 and 22 spike but i know those are not acurate, so its probably less.
