which to do?
1) Sent headlights and taillights off to EvoDave and have them painted
or
2) Save up for an FPGreen turbo
that's pretty much it, I'm stuck as to which to do, I'm leaning towards turbo but I don't like the crome in the lights.

There is a fairly large price difference between the 2...
If you have all the supporting mods I say go green, if your car is basically stock get the lights done, your a long way from needing a green.

what are you current mods.....
If you are looking between those two items, I am GUESSING that you have many other items that you can do first that would provide better gains.
If you are not after power but more so looks, feel free with the lights but there other exterior mods you can do that again will provide better results.
of course in my opinion...

3) Get IX turbo and headlights/taillights.
Green is great if you are going to run meth and/or race gas. But on pump it just doesnt make up for costs over a OE IX turbo - just my .02.
