My new one came with 1 key, and they had to order 2 fobs and another key and program it all. It took them a week to get the fobs in, but keyless entry is something often overlooked, I was relieved to have it, I thought the same thing at first "What??? No keyless entry??".

So, you either need the previous key and fobs, or you need to completely change the locks and programming, which would be the dealership's responsibility.
Your evo shouldn't have any factory installed alarm, unless it were aftermarket. So the only ability they have as of now is opening and closing your car.

I bought mine as a bank repo and only got one key. Do those remotes on e-bay work? They say there for the evolution and you can program them yourself.

I am pretty sure you can program the Key Fob yourself... there is a whole section in the manual on the FOB.

Programming the transponder in the KEY must be done at the dealer though.
