are you tryin to retain your front crash beam??

if so then take it off and it should fit right on...

I don't have the easy answer for you, but I had a little trouble getting the bumber back on as well. I just had to play with it a while to get everything properly lined up.

To start, go back and check to make sure the IC is bolted in correctly and is not sticking out too far.

I dont have a IX but I do know that ETS parts have been some of the best fitting stuff Ive ever installed on my EVO

Only thin I can think of is one of those black plastic pieces that are behind the bumper and next to the headlights are slightly touching the IC.

The 3.5 fits with ease behind the front bumper crash bar

I just installed my ETS 3.5" intercooler today and had zero issues with the bumper going back on, granted this was on my VIII. What I would look at is to make sure your t-clamp bolts are facing down and not forward. That might be the problem.
