Will an Evo ever see 110 MPG?

Well I cannot vouch for his making the mustang get 110 MPG. But seeing the year and seeing as it looks as though he is running E85 in it he has to have done some major modifications (to my knowledge that mustang should not be able to use E85 without them).
After that I am not sure what he could have done to the thing. I do not think it is any of the HHO stuff at least from the video what little of the engine that was shown I could see not setups like that. I first noticed it on the news and found the video I posted later. Here is a link to an article on the car.

To whoever said its top speed was 100 MPH is wrong they said it can even go 100 MPH but its top speed is above that. If it is pushing 400 HP it should easily hit over 100 MPH as a top speed. Again I am not saying this is a definite thing or not but I will not just dismiss it completely without seeing proof in either direction, to do that is no less ignorant than to fully trust it.
Certainly there are things that can be done to make cars on the road today more fuel efficient, maybe not 110 MPG good. But why dismiss completely? The car might even have weight modifications done to it as well. This car had a carburetor and I am going out on a limb to say no turbo either. Even if the guy is lying and doubling or tripling the MPG he can get out of the car I would be interested in knowing what he did, because that is still an accomplishment. I am interested in hearing more on this later on to see what becomes of it. If it is real the car will probably be bought or stolen and destroyed though.

In theory it could be safe because:
a.) you aren't generating a huge volume of gas
b.) you only generate while you are supplying current (thus you can turn it off)
c.) you have a water trap between the generator and the ignition point - basically if there is a backfire it will explode the water trap instead of the generator.
Thanks for reminding me about this. I wanted to try and build one of these just to see if it worked, I met a guy at work (large company) that swears by it. As with all things, YMMV.
How do you guys know that it has a carb on it? In the beginning of the video it shows a green mustang with a carb, not the black one with the claimed 110mpg. It goes on to say that he "won't show us under the hood, some of his gizmos are awaiting patents."
