No Rust Holes, No Sharp Edges, No Frame Rot, Must be >1.5" between your tire and end of the fender (they usually leave it alone though, unless its Really Close)
Cant be too lowered/Lifted
If its OEM, it Must work (Including fog lights, though most places dont care as long as basic lights work)
Any MIL light is Fail and all of them must turn on when the key is in the on position
Other Basic Safety **** (Front end tight, e brake hold to 3000 RPM etc)
Weather is Decent Late April->Octoberish, still getting some warm days now. There's 2 drag strips within 2 hours, but ASFAIK those are the only tracks.
Cops usually wont pull you over Directly for exhaust or tint, but if you have tint they will write you up for it. Havent seen any issues with exhaust yet, and there are a Lot of loud Honda's.

In NY it really depends who you know. Have all the mods you want just reflash before inspection and make sure your exhaust isn't horendously loud. I wonder if they make a fuss for a Vta wastegate when the turbo starts to scream at full boost lol
Alabama isnt bad at all. I just wish there were more performance shops around than what there is. We have 93 oct. Its nothing to see someone going down the road with nothing but the running lights working or with only 1 headlight. Ive even seen people ride around with just 1 door and no trunk. We have no emissions either. Hell when I had my srt I got tuned for running open downpipe for a little while and I NEVER got pulled over for it. The only thing we get pulled over for is just speeding!! I think Alabama is the best state besides Ga and I live on the border. They arent too bad hell I live in Al and I work in Ga.
In Florida, the most they'll hassle you for when it comes to a modded car is too dark of a tint on your windows. At night, i'm forced to roll down my front windows down at least halfway. Other than that, we're good here. 93, E85, etc. I just feel sorry every modded car in California. Hassle is not the word for it. More like nightmare.

Police: They sit at a corner and laser you. If you're 10+MPH over the limit, they'll pull you over quick and give you a fat $250 ticket for speeding. That's just minimum of 10MPH over. Of course, the ticket will be bigger if you go faster. Front plates required but they won't pull you over for not having them. They just pull you over for reckless driving or speeding and then give you a ticket for other things. If anyone here cruises HWY 100, Saturdays are always the worse as cops there crack down hard. They know it's a Saturday too and they know what kids love to do on HWY...
Tint: 35% for any car as far as I know.
Noise: If you got a loud exhaust, cops won't mess with you too much. We have Harley's driving around with crap louder then our cans so really, no point in pulling anyone over for a loud exhaust.
Emissions: If you don't have a check engine light and the scan came up clear, you pass. Cars that still run OBDI don't need emissions testing so it saves the city a lot of money on them.
Gas: 93 octane and a few E85 spots. Only one gas station sells race gas but you have to pump it into a container. I live right by it too...
Speeding: 55MPH limit on the freeway mostly. 50MPH around Miller Park because too many accidents from too many ppl staring at it for too long.
Driving Conditions: Potholes everywhere. I have coilovers and the roads are just a pain for me.
Theft: If the car looks alarmed, ppl don't usually mess with it. Last month, a lot of Hondas were stolen within a week. At least 6 that week, including my friends.
Weather is good: Hot gets as high as 90F here HUMID! I've been to other parts in the world that had a high of 120F dry heat and I could even live in that heat. Humidity is what kills us here. Around winter time, 30F and under. For at least a week, it has to be bellow 0F or else, it's just not winter for us. I swear, we have bad drivers right when the first snow hits the ground. It's like they never driven in winter before but they've lived in this city for over 10 years.
The Scene: Lots of Hondas and SRT-4s. This year though, there's a lot more SRT-4s then what I remembered last year.
Since the cops have been cracking down on street racing, underground hasn't been at their usual spots in a long while. It's pretty close to non-existent now. But I bet there's a new group going to those spots now instead of the usual group I grew up with.
