Is it legal? Sure - is it insurable? difficult to say

Cost - I would guess around 1/2 what you car is currently worth....

I prefer evo VII looks over VIIIs. I want to make a nice fast VII like the 771hp Norris Designs Evo VII. spl00ge.

Norris Designs Evo VII is nuts

0-60 in 2.9
0-100 in 6 seconds= nutz
top speed of 200mph
Their motor was so nuts it went POW! and is no more...

And the car was over $100,000 - not my cup of tea.

That car was complete bull****. None of the claims had anything to back them up, and anyone who spends $100,000 to make a 4g63 fast is retarded. I don't give a **** what kind of stuff they threw in there, you could build up an EVO with only the best Japanese parts and still come in cheaper.

The whole fuel system was completely unnecessary too. All they needed was a Supra fuel pump, re-wired, with some 850cc or so injectors, and an AFPR.

While it was expensive, i never said was gonig to buy it, just saynig it was nice and in future i'd try get that much power out of a future EVO . Any they did have pr00f to back up claims, they have alot of videos of the car, and the engine didnt blow[as far as i know], only prob i read was they blew a piston when going for world record of caravan towing. Go to site and watch the videos, this car easily does what it claims. Its a nice car, l00ks good to, althou i'd rather spend time building up my own car than go out and buy it. i've seen its quarter mile run of 10secs @ 132, pretty g00d, it def doesnt have prob breaking 60 in under 3, i've seen a less powerful evo break 60 at 3.2 seconds, so it isnt that impossible.

The Evolution of Evolution Imports

This is my feeble reconstruction of the brief strange history of Evolution Imports. To appreciate the story better, you should understand that the many Florida towns mentioned (Maitland, Sanford, Winter Park, Winter Springs) are all withing about 25 miles of one another, just northeast of Orlando, FL. It also helps (if you want to view the Florida business document images) to have a TIFF viewer or plug-in, such as the free one I use from www.alternatiff.com.

The very first mention of Evolution Imports that I can find anywhere occurred in these forums on August 2, 2001. Here is the thread: lancers 5,6 and 7 will be in the US. In response to a fairly direct question about when would Evolution Imports be added to the list of DOT Registered Importers, there was this response:
This is all true, and is in process..It takes 6 weeks for us to become a regesterd busness and get a dealers lincense.. weve started 3 weeks ago and will have all that info to everyone soon..
euro16V chose to respond as if this were a question about when EI would be registered as a business in Florida, not when it would be a DOT Registered Importer. Was this a simple misunderstanding or the very first instance of misinformation from EI? In any event, euro16V made a total of 12 posts and was gone within 2 weeks of registering here.

Nevertheless, euro16V's posts were successful from a promotional viewpoint because by August 15, 2001 Evolution Imports had a sponsor banner flying over the newly redesigned EvolutionM forums (see second post of New Forums are on!). I guess KK needed money for his website and EI needed exposure. I wonder how much money changed hands.

September, 2001 was a big month for Evolution Imports. It appears their website went live. It wasn't much back then (three pages?), but it did have this home page message:
Welcome to Evolution Motors Limited Inc. We are a US importer of the Mitsubishi Lancer Evo 6.5 Tommy Makenin Edition and The Evo 7. Evolution Motors Limited Inc. is taking the necessary steps to legalize them to be sold and driven on American roads.

All vehicles come standard with 17 inch wheels and Brembo Brakes. Evo 6.5 comes standard with red and black Recaro seats. Each Vehicle will be left hand from the factory. We also offer after market packages similar to the Evo Extreme, Extreme S and the RS 450.

We have all information including horsepower, torque and vehicles capabilities.

For further questions or inquiries please feel fee to call us at 407-688-1324 EDT. Or use our contact page and email us your questions. Supplies are very limited!

Thank you,

Evolution Motors Limited Inc

Winter Springs FL, 32780

Note the name of the company, at the bottom.

Somehow, a kid on ClubRSX found the site within a few days and posted about it there on Sep 18, 2001 in thread Lancer Evo 7 (available in the US) :
sup peepz.

http://www.evolutionimports.net/

i emailed them about the pricing and stuff.....
here is wut i got day after...
Well a couple of things our price is 55000 to start we can do any and all ralli art options. This is said and final no extra fees period. No hidden fees or costs that is duties conversion everything full 50 state legal and carb certified. If there is anyway that you can have a deposit to me by friday I can get you a car on our next boat out leaving that following friday. If you would leave me your phone number time zone that you live in and the best time to call i will go over all of this with you i can even call you now i am at home working as we speak. we are offering discounts to these first people.
Adam Burdette
Owner/ Joint Managing Director
Evolution Motors Limited Inc.
Adam, like Jason above, seems extremely eager to take an order.

But the major Evolution Imports milestone achieved in September, 2001 was its incorporation as a for-profit business in Florida, called Evolution Motors Limited, Inc. on September 7, 2001. Strangely, some guy named Michael S. Borcheck is PSTD (president, secretary, treasurer and director). It appears that the EI Michael S. Borcheck is, in fact, the same 45-year-old lawyer and CPA that is a partner in
Borcheck & Gace PA
280 West Canton Avenue
Winter Park, FL 32789
407-622-1547

Note that the Florida Secretary of State got both the name and the zip wrong when transcribing from the latest filing submitted (to change the company's registered agent from the law firm that originally filed the incorporation papers to Michael S. Borcheck).

Part 2

Part 2

A very exciting period for Evolution Imports must have ensued after posting this thread on Feb 11, 2002: $30,000 for a new Evo 6.5 Makinen Edition. It appears they got their first confirmed (with money) orders. Too bad we can't see the original intial post, as EI editted it 3 days later when they had collected enough orders. These orders were supposed to be for new 6.5 TME Evo's from Sweden Ralliart. These orders, somewhere along the line, got changed to orders for the Evo 7 RS-II. Perhaps someone out there can fill in the timeline and details on this.

And now for the very weird part, the creation of Evolution Imports, LLC. It occurred on June 20, 2002 on the island of Nevis. I confess that I had to consult an atlas to find out where the heck the island of Nevis is. It's in the eastern Carribbean and, along with St. Kitts, forms the independent country of St. Kitts and Nevis. Given that Evolution Imports is "organized" (i.e. incorporated) offshore, I have no way to determine who its principals are, since there are almost no required public records in Nevis. Another part of the beauty of this scheme is that if you want to sue the LLC, it must be done in Nevis under Nevis law which means you need a lawyer that's a Nevis citizen, the suit must be filed within 12 months of the "event," and you need to deposit a $25,000 bond with the court. Filing suit against an individual partnership owner to get at the LLC's money is also problematic. You can never win ownership of his LLC shares - the best you can hope to win is a "charging order" that entitles you to any of that partner's distributions from the LLC, if and when they are made. The LLC can decide not to make any distributions for a long time and can instead file a K-1 (like a 1099) which apportions the LLC's profit among the partners. If you had a "charging order" you'd have to pay tax on that paper profit, even though it wasn't distributed. Not good.

Part 3

Part 3

Very shortly after incorporating in Nevis on June 20, 2002, Evolution Imports, LLC applied for a Florida license to conduct bussiness as a foreign corporation. This was granted on August 29, 2002 (see attachment). This license was recently revoked (9 days ago on September 26, 2003) for failing to file a required annual report.

Also in June, 2002, Evolution Imports updated their website to include their new corporate name.

Part 4

In November, 2002, it was observed that the EI website had started to advertise the Honda Civic Type R as an importation candidate. Today, when you visit their site, it appears they've more-or-less given up on the Evo VII and instead are intent on luring folks to the Honda Integra Type R. From http://www.evolutionimports.net/usedcars.php today:
*SOLD 2002 Honda Integra Type R DC5 SOLD**
Evolution Imports LLC is now starting with the Integra Type R. We are looking for clients who are interested in this car who dont mind waiting. We are going to be selling three cars to be used as our Evaluation cars. They are NOT "CRASH TEST DUMMIES" we are simply using the cars to verify the work and be the first car completed for certification. We are offereing these cars at a pre-certifcation price. There will be no additional price added for any further work. All DOT EPA and Left hand drive conversions are included in the price. The wait time on these cars could be as much as six months but it is a drastic savings. If you think you are interested in one of these car please let us know. It appears they've decided to prey on the Honda crowd, who tend to be even younger and less sophisticated than the Mitsubishi crowd. And they've adopted their ususal business plan. Ignore the fact that a legitimate RI can import at most one copy of a car for a petition - bring in as many as you can in the first batch to reduce cost and generate buzz.

It sad to see this image still appears on the home page here, www.evotionm.net:

Is this still the same banner that was introduced on August 15, 2001? Maybe KK should revoke whatever agreement was in place with EI (because Evolution Imports is no longer registered to do business anywhere in the US) and should substitute, instead, a warning to potential buyers (i.e. forum members) whenever that EI image is scheduled to appear on the homepage.

Anyone ever read the book Grand Delusions? Well, its about John Delorean, his career, and his ill fated car company. Alot of the run around schemes E.I. seems to be pulling remind me of things through-out the Delorean book. I agree that if the info presented here by Senor is true, that something should be done to remove E.I. ads. Very unfortunate end to this saga.

I have a questions though. From the sound of your posts, you are accusing E.I. of trying to rip people off. Im not debating if thats true or not, but if I was going to rip people off I wouldnt actually import the cars that I was "fake selling" to people. Those EVO VII's actually did land on American soil, and you have to admit that its very expensive to import than export something, almost negating the money they would make from would-be customers. Dont take this as me doubting you Senor, I was just kind of wondering out loud. Good research either way....

I'm sorry to admit that I haven't read that book. I'm trying to remember how Delorean got off scott free after being caught holding that briefcase full of dope that he was hoping to trade for his company's future.

Those Evo VII's did "land of American soil" and, sadly, I believe they were declared on the HS-7 importation forms as "box 8" to be imported permanently and to avoid a bond (read http://www.nhtsa.dot.gov/cars/rules/...hs799short.pdf). This declaration eliminated any up-front DOT bond and it assured the federal government that the vehicle couldn't possibly be used on public roads.

So with these circumstances, those EVO VIIs will sit unsold, only to be used by E.I. for off-road functions? Are the cars sellable?

I ask because the next logical step for E.I. would be to sell the cars trying to convince customers that they are indeed road-legal, then just disappear before the owners find out the truth......
