your car will be slow as crap with an exhaust and no tune. you need a mbc or an upgraded pill in the boost line to be faster than a stock evo if you put on the tbe. how do i know? ive been in an evo with a tbe and no upgraded boost control and it was slower than my car and i dont have a tbe. so please do yourself a favor and get a tune and some sort of boost control

Umm.. no.. I've had my TBE on my car for about 6 months w/out a tune and there is with out a doubt quite a bit more torque down low, with a little more power on top. If it makes you that much slower, then how come there are video's of people going 12.5 and lower with just a TBE untuned?
So to answer the OP's original question, NO you don't need a tune right after you get a TBE. And as stated above, get the other stuff as well before you get a tune. At minimal a MBC, drop-in air filter, a WB02 and boost gauge, then you could go for a tune. Maybe a 255 fuel pump as well to be safe.
But just starting out you do not need to upgrade the intercooler or piping.

ok why is it that ive gone head to head against the exact same year and model evo as mine and whooped the guys ***? we even used the jack of trades dyno simulator to see how they matched up on there both in the same sections of road? you cant tell me that its a "drivers race" if its from a roll. they guy even rode in my car and said it was faster than his, so are you saying i have a factory freak? i dont think so. the guy had a catless buschur tbe and buschur intake filter
