I'm not sure about the Evo 8 , but with the evo IX you can raise them. Right behind the headlights there is a bolt you can turn to adjust the beam up or down. I think there is a more detailed description in the howto section,

I was wondering the same thing on my IX MR but then discovered the 4 position switch towards the bottom of the dash which does it automatically. lol

Low beams are adjustable on the 8. There is an olive colored mechanism on the back. Use a Phillips screwdriver.

if it is an ocho then yes. Okay you can try under the hood, there is a nut that you need to turn in the back of the headlight assembly. You can access it from under the hood. Odds are that it wont turn because the wheel you turn is metal and is connected to another wheel made out of plastic. THe way I did was to remove my front bumper and directly next to the HID ballasts is a place where you can insert a phillips and turn clockwise to lift. Make sure you HIDs are turned off as you adjust them. If you look under DIY threads you'll find how to adjust your headlights.

Good LUck
