what is this sound

Is it the power steering pump?
Also there is a low ticking sound that you can't hear in this video but the ticks get faster as the engine speed increases

+1 on the belts. Check to make sure you have enough fluid in the power steering reservoir.

belts are all tight and the power steering fluid is right where its suppose to be. any other ideas?

Sounds like it is most noticeable on the belt side of the engine compartment. I agree with the belts/pulley/pump theories. What is the mileage on the car? When is the last time you did a belt job (either serpentine or timing/balancing) on the car?

it has a little over 53000 i just bought the car about 2 weeks ago and i doubt any of the belts have been changed. the guy said he took it to a shop and they said it was the power steering pump and it wouldn't harm the car to drive it

That's what I was just going to say too. Rather be safe and do your timing belt/balancing belt and water pump service now than have something let loose and grenade the motor. You are only a couple thousand miles away from service needed on them anyways. Maybe yours just needs replaced sooner than most of these cars.

Not to alarm you, but that sounds like the noise my engine was making before my timing belt jumped and caused a catastrophic engine failure. We surmised that either the timing belt tensioner had been improperly installed, or a pulley was failing. Either way, I didn't check it out fast enough and wound up with another $3500 repair bill. I'd recommend finding someone who will stand behind their diagnosis in case your car decides to commit suicide.

Hard to believe any decent shop would overlook what could be a serious problem. How well did you know the guy? Maybe he was just trying to unload it because he knew the service for the timing belt and balancing belt would be a good chunk of change and didn't want to pay for the repair bill.

I definitely don't think you are too late to get it fixed, but I wouldn't drive it at all until you take it to either a local dealership or a REPUTABLE shop in your area and have them take a look.

take off the timing belt cover which is like 4-5 bolts and look at the timing belt.

Not to alarm you either, but my car was making a rather similar noise recently. Well, my timing belt jumped time too and broke 6 valves clean off as well as cracked 2 pistons. Not exactly fun. I'd get it serviced soon just to be safe than sorry.
