What could cause a "SIEZED" Turbo!?

What could cause a "SIEZED" Turbo!?

*WHOOPS seized typo if a mod could fix that'd be cool*
Well I have a 03 Evo with a Evo9 turbo swap I had some horrible screeching/whining noises like a tornado siren all RPM based. I thought the worse that the t-case was done for. I wasn't paying attention to anything else or beating the car took it home it sat for 3 weeks took it out to look at it today. Drove it to friends house real down on power but thinking its the t-case eating the power. Then doing testing realized if I rolled at 40mph put it into neutral and rev the noise would still happen. Then he pointed out my rich A/F and lack of boost/turbo noise on the way back to his house the noise just stopped and I coulnd't build any boost. I had no BOV noise, no turbo spool noise, nothing total dog. Got it back put it on the lift let it cool I take off the intake to the turbo and try to spin it by hand nothing, start the car nothing, rev it best we could w/o maf Nothing. The turbo is just straight seized/locked.

What could cause this? Im looking for another Evo9 turbo to replace it with but I dont want the new "used" turbo to have the same faith what should I look at, I run full syn oil is less then 2k miles old not dirty, proper level etc.

sounds like lack of oil.

I should probably say, I looked at the lines nothing looked kinked, nothings leaking, oil is full etc. as well. Looking into what should I check/look at before just slapping a new turbo on it.

Check all the oil feed and return line inside, must sure they are not clogged up with carbon or junk. You may also inspect the cooling lines as will. GL.
