I just bought an Evolution IX this weekend. While I'm positive much of this list I compiled is different from IV to IX, here's a starter.

1. Drive vehicle for a good 10 - 15 miles. Check engine performance, trans shift quality and feel. (Naturally, the tranny is a bit notchy but you can
tell what its supposed to feel like.)
Be sure the clutch isn't slipping - test it under full load by punching it (full throttle) in 5th gear from 2500rpm and be sure it accelerates
smoothly and has no hiccups when boost builds. If you see the rpms jump and fall, then it's slipping.
Does the car track straight, and is the steering wheel straight?
Brakes work? (When driving the car, slam on the brakes. Does the wheel pulsate like the rotors are warped, or is it a smooth stop?)
Do you hear any abnormal noises (transfer case whine, suspension popping/grinding)?
2. Check the interior, any sign of holes on the column, firewall, the little pocket under the radio where someone may have had aftermarket mods
installed, and have removed them.
3. Check the exterior, look for the labels on the fenders, trunk, doors, and hood. They should all have a sticker with the VIN on them, if original.
4. Look under vehicle. check pinch welds for marks left by frame straighteners.
Check frame rails for signs of being bottomed out.
Check floor pan for holes of all things.
Remove plastic and look for leaks on trans and engine block.
Look for pry marks on transmission, due to clutch replacemet.
5. Look under the hood. any mods, and how professional do they look.
Ask if maintenance records are available.
6. Check radiator fins, if bent or damaged then the car has been messed with (turbo replaced)
Is the stock intake solid, or does it feel loose like it has been put on and off a few times?
7. Take down the VIN and call Mitsubishi. Ask them what kind of warranty repairs have been made.
8. The ECU is behind the glove box. It's very easy to get to and very easy to remove. (Check bolts for signs of removal)
Good luck man.

Im still new, but here's a good place to find answers. Good luck on your search for your evo.
