you can do 1 and 4 together and then do 2 and 3 together....

You may feed small diameter rope into the cylinder by way of the spark plug hole. Then turn the engine until the piston squashes the rope to the top of the cylinder. When you compress the valve it will stop and release the keepers when it hits the rope. If this doesn't happen you then need to reposition the rope. Anyway, this method works if you don't have compressed air and there is no chance of losing a valve.

I know some of the big shops use this method because I have seen their pictures of valve work being done. I have also used this method.
