Yes the rate for the 2003 evo will be lower because the car simply has less value being 3 years older.
Before switching cars however, try things that can reduce your rates such as taking a defensive driving course which lowers your insurance by 10% (that's what it is in NY for me) and the course also reduces points on your license which will in return, lower your insurance rates.

it's not going to be enough cheaper to make it so you can afford the car. you'll save maybe 30 bucks a month, and if that's a make-or-break deal, you're cutting it a bit close owning an evo
Have you shopped around for insurance? I've noticed companies like Farmers will be cheaper than companies like Geico from past experiences. I can't remember how many insurance companies I shopped before I bought the EVO.

did your parents kick you off their policy? I'm guessing so otherwise insurance wouldn't be an issue...should see if you can convince them to put you back on, i pay $110 a month for an 06 and i rear-ended someone in june 2006
+1 Geico dropped me because I had too many points, so I shopped around. I went with Amica which ended up costing half as much as Geico
I had Progressive and was paying about $2,200/year (I'm also 21). Then I checked out Allstate and I pay less than half of that now. I was told it's because Allstate doesn't hate on the Evo having a turbo, so they just consider it between a sedan and a sports car, if that makes sense.
Shop around. I was with statefarm for 6+years because they had the cheapest sportbike insurance.... They raped me on the evo though... I switched to 21st century and I am saving over 40 bucks a month with a lower deductable and better coverage.
