Weird insulation piece found on floor

Weird insulation piece found on floor
Anyone know what this is for? Found it on the floor under the brake pedal last night. I assume its some sort of insulation under the dash... steering rack maybe?

anyone please? car had alignment done yesterday... might have been knocked loose by the steering wheel lock device or something. just wanna put it back where it belongs.

i know.... but looks pretty wonky to find a place to fit. im down there quite often... master cyl change, clutch pedal adjust etc etc. dont recall seeing it.
my kenwood deck decided to short out and flash "protect" and become unusable last night too - im trying to figure out if it may be some insulation from behind the deck, and maybe related to the stereo problem as well.
does look innocent, and kind of funny too.

Plastic plate on the inside where the steering column goes through the firewall. This plate just sort of sits there not fastened to anything but held in place by the steering shaft. The frog shaped piece clips onto this plate.
I had my steering column out and the entire plate fell to the rug. The plate with frog shaped thing has since been living on a shelf above my workbench. With it gone I notice a little more noise from the transmission.

One thing people dont take into consideration is that little critters tend to turn your car into their new home and use various parts of your car for their nest. I have personally witnessed this in my own vehicle. Some little critter decided to make a home out of the HVAC blower wheel in the air box of my car and used insulation as its bedding. I know it was a critter because I found strange items such as twigs, insulation, and straws along with a few droppings, not to mention a funky smell. Perhaps something tried to make a home in your car.
