^^^My thought was that it wasn't the ballast since they both flicker.

 

Have you tried to see if your alternator is going bad? Under acceleration your alternator will output more volts. Check to see if its your alternator going out, or even a bad battery. With it being an older Evo its a possibility. Good luck!

 

you can get the bulbs anywhere. you need d2s bulbs.
if your ballasts are going out and you need factory ones i have a complete set and factory osram bulbs.

 

Headlights are fixed!!! New bulbs did the trick! So nice to be able to drive at night without flickering lights lol...
