If you read the 'How To' section on timing belt replacement (which I previously suggested in my post), it will tell you how. In short, you use the tool with the two little pins and insert it into the pulley by matching the two little pins on the tool with the two little pin holes..., then you use a wrench (or a small rachet and socket) on the head of the little tool to turn the pulley to a certain point then you tighten the bolt. The 'How To' tells you when you have adjusted it properly....Vua la....

And here is what is said about that part and how to adjust it....:
"Now you will adjust the Timing Gear Tensioner Pulley located on the left side. This Tensioner requires a special tool but we created our own. We inserted a small Allen Wrench into one of the 2 small holes and used a Flat Head Screw Driver to pry the Pulley around counter-clockwise until the Tension on the Belt was tight. Take caution when tightening the 14mm bolt because the Pulley can turn on you. Tighten the 14mm bolt to 35 ft-lb."
