Blown/shattered Tcase after less then 15miles
I'll put my 2 cents here.
He sold you a working transfer case. To his knowledge and to yours.
It worked when he sold it...it worked when you installed it.
I don't think it was malicious by anymeans. That bolt had not backed out and it was not rattling around the T/C... it failed when you had it.
So I don't think you're right to get all uppity with TC17 and say he's a scammer or a bad guy... I just think you're in a ****ty situation. You bought a used part that was working when you bought it. You used it some more and now it failed. The timing is horrible, but I wouldn't expect TC17 to give you all your money back. I would expect him to give you SOME money, but not all. You did after all fail the part.
Now I know everyone is going to say, "well what was he supposed to do...take the diff apart and inspect it?"
yes.
You bought a 900 dollar ACD transfer case... used. I say you man up and buy a new TRE transfer case for 3k+ and stop messing around with used crap.

After I contacted him and I told him it blew up he said the "tcase was fine and just sitting here for.about a years", so he didn't run the tcase, he just got it from his shop sponsor and said everything is good.
The tcase was a evo 8 non Acd.
I will most Likely rebuild my other tcase but go an RS LSD over the open diff

i kno matt personally, this is the "first" evo or car that he has built and i kno personally he is very hard on cars. bottom line he tried to cut corners and this is what happens..
i bought a used twin disk.. i spent the $ to ship it to the manufacturer to have it inspected before installing it.. probably woulda been a good idea for something like a transfer case
good luck getting your money back.. since you are not a qualified technician or shop, it would be impossible for you to prove he gave you bad goods
Typically I always check feedback from guys on evoM and personally never had any issues with over 50+ things bought on these boards. Most guys with over 5-10 feedbacks are legit and it could be just a mistake that he made by not running it over the past year. I'm sure he will work together with you to resolve it as we are after all a great community of car enthusiasts and all want the best for our Evos.
Maybe see if you can get some money back for the tcase or at least for a rebuild on another one. Give the guy a call and see what you can work out.

Sorry to hear that the t-case broke so shortly after installation, and now you have to deal with PayPal to get any type of refund. I think it would go much smoother if you could work it all out with the seller without going through PayPal. Good luck getting this resolved!!
I agree with r/ternie your not gonna see those $900dlls again its like buying something from a junk yard if it works perfect if it doesnt bad luck u should of inspected before u installed it, if he refunds your money hes gonna be left out with a broken Tcase he'll just fight it off saying he send it to u in good working condition.

Conclusion :
PayPal didn't refund the money so there goes a good amount of cash.
On a brighter note... going to rebuild the tcase just like I did with the tranny. Already have an RS diff on the way so upgrading while its out anyways.

I should add that every bolt that was holding the ring to the viscous was backed out and I was able to take them ALL out with my hand/fingers
Captain Obvious here: Everything works UNTIL it breaks! When it breaks is usually unanticipated and quickly. It was working when he sold it to you. It may have had issues inside which neither he nor you looked at and that is both your fault. If he had run it that way it would have broken on him. My car runs fine today. If I sell it and it breaks tomorrow I am not going to give back any money. Now I will let people go for rides and inspect the car fully but an internal part failing with no warning is hard to detect. Sucks for the buyer. If he knew it had issues that is another story entirely.
As an aside: When I sell parts I dont sell them for craigslist pricing because I offer a guarantee of a part I sell to be good. If you are trying to pay what people are selling broken junk for on craigslist then you arent buying my good parts. I always tell people if it is too good to be true, it isnt true. It is always a good idea to inspect parts in person before purchase and buy from someone you know so if something does go wrong you will have someone to deal with not just unanswered phone calls and texts.

Tough lesson to learn, good luck with the rebuild though.
