It's not compressor surge I have watch many videos and read about compressor surge. Iv seen a lot of people having bad surge at wot. That is not the case with mine. As mentioned above it only does it under low throttle and higher gear.

My stock 9 bov used to flutter exactly as you are describing. I think its fairly normal and is not an issue. That said, the flutter all but went away when I swapped to a APS bov.

 

yes the little flutter is normal at low boost, BUT if it flutters if you do a one gear WOT pull, than its obvious that its loose either from the side or bottom. in that case check your clamps. cause i remember when my stock bov started to flutter so loud that i wanted to sell my car haha so annoying, but after a few hours i realized the bottom was loose
