BOV Issues

I had a new TurboXS H34 BOV installed and it whistles and releases pressure under normal in town driving, only 3 to 4 lbs of boost. I added all 5 washers and there is no difference. Here is a picture of the vacuum line hookup. Any help would be greatly appreciated.

Maybe I should have been more clear. When I start driving low RPM's, 2500 or so the BOV is releasing with my foot still on the gas. Its like valve is never closing all the way.

It looks backwards to me, but hard to tell from the pic. Can you take a closer pic?

Also, what is your vaccum/boost readings while this is happening?

You should take all those weak stock "squeeze clamps" off the vaccum lines and replace them with larger zipties. Those clamps could be leaking. Those clamps leak normally but when you start taking them off and reusing them the problem only gets worse.

I used to have that BOV on my evo. It really does not perform as well as the stock 9 BOV. I switched to the 9 BOV and my car feels much much better afterwards. The stock 9 BOV will hold up to at least 27 psi un-crushed perfectly.
