New motor installed, minor issues

Finally got the Evo rolling again! Got a stage 1 block from DSM Graveyard and got it all back together. But I have one problem.
The car wants to die on idle. Mostly after it gets drivin around and gets warm. Also, since it might be related, I have what sounds like maybe a leaky Evo 9 BOV. It doesn't have the pronounced sound it did before. And lastly, the car is DEFINITELY running rich. Though it'll be about a week or so before I can get a tune. Can these issues be related?

And lastly, if anyone has any advice or tips or breaking in the new block and internals please share. I'm just taking it easy on her for the first 1k miles. I have conventional oil in it now and will switch to synthetic then.

Do you have logs? Have you done a boost leak test? Have you dialed in the BISS screw?

No logs (I don't have anyway to get them) boost leak test coming tomorrow, and I've adjusted the BISS screw to no avail. It idles rough, but will correct itself after probably 10 seconds or so. My gas mileage has also plummeted. Can the noise and bad mpg, and being rich all come from a boost leak?

UPDATE!!

So. Tps didn't help anything.
I've done some research, I'm getting 12mpg as opposed to the 26 I used to get. There's an extremely loud whistling sound that is completely in sync with the turbo. I did a boost leak test and couldn't get any pressure to build. Gonna try again tonight. And the car smells like unburt has if you're riding behind it. SUPER rich. Any more ideas?
Loud whistling is NOT normal. Sounds like a leak but I can't find it.
Could the wastegate be stuck open?

This may sound stupid but do you still have the EGR valve?

If so check to make sure your vac hoses are connected correctly.
