Weird issue running rich...

This is on my 2003 evolution VIII. Mods are listed in the sig. At vacuum, I run the regular AFR ratios. But as soon as pressure hits, AFR drops to 10.5-9.5. It goes from 10.5 to 9.5 the longer the pressure is there.
No major boost leaks or vacuum leaks. The map is still the same from when it was last street tuned. Now heres the weird part. When I take out the 20Amp fuse for the ecu, it'll start running like a champ again. But when it starts to relearn everything, that's when it will run rich again. I also changed out my spark plugs. I might be thinking that it maybe the FPR. But what do you guys think??

Nope, no pull with a few back fires. So I know that I am running rich....

i had a similar issue few weeks ago end up being boost leak from compressor outlet pipe but it might be some other spot check for boost leak first or vacuum leak
